Status, Roles, Rights and Obligations of Ethnic Affairs Department
The Department of Ethnic Affairs, abbreviated as: “DEA” is one of the technical departments in the organizational structure of central LFNC.
- Roles of the Department of Ethnic Affairs
The Ethnic Affairs department is the secretariat of LFNC central Committee in mobilizing, protecting and promoting the benefits of all ethnic groups, advertising and disseminating the Party’s policy, regulations and laws, National Socio-Economic Development Plan to all ethnic groups and relaying the requirements, frustrations and real desires of all Lao people to the higher officials, which aims to strengthen the solidarity, equality of ethnic people across the country.
- Obligation of Department of Ethnic Affairs
1). Consider and implement the party’s direction, policy, government laws and the National Socio-Economic Development Plan, resolutions of the central LFNC meeting related to the ethnic affairs under LFNC and turn it into a specific task.
2). Create strategic plan, schemes and the 5-year and annual projects about ethnic affairs; create the plan for ethnic affairs officials across the country for short-term and long-term training and propose to the higher officials for consideration as well as for effective and efficient implementation.
3). Consider and follow up on the changes of perspective, desire and traditions of ethnic groups and report to the higher officials and other sectors to seek solutions according to the actual condition of each ethnic group.
4). Find and train all Lao citizens on the implementation of direction, the party’s policy, laws and regulations and the National Socio-Economic Development Plan in each period. Promote and disseminate the mindset of solidarity, cultural heritage of each ethic group, train them to be active in developing their home country by starting from developing themselves.
5). Collate the number of outstanding people representing the ethnic groups across the country; conduct research, collate and analyze the characteristics of the customary ethnic groups and the ethnic groups living along the border of neighboring countries.
6). Collaborate with other related sectors in considering, collecting information about economic and social-cultural impacts and follow up with compensation for the affected ethnic people living at project sites, and to arbitrate on every problem occurring in order to protect the benefits of all Lao citizens.
7). Propose for the rearrangement within their own organization to make it suit with the situation in each period.
8). Provide information about ethnic affairs under the supervision of central LFNC to the central LFNC, the party, government and related organizations. In addition, provide information of the party, government, central LFNC and related organizations to all Lao people.
9). Accurately and progressively implement activities related to the tradition of ethnic groups; collaborate with related organizations to find out the ethnic characteristics and publish that information for the public.
10). Collaborate with related organizations to conduct research in order to determine and arrange ethnic groups and aliens that change their nationality to Lao nationality.
11). Communicate and cooperate with other countries, international organizations about ethnic affairs according to the designation of higher officials and the regulations.
12). Fulfill other tasks designated by the LFNC central committee higher officials.
- Rights of Ethnic Affairs Department
1). Operate and implement every task based on the roles, obligations and responsibilities of the department and as designated by higher officials.
2). Give technical views to the central LFNC president, vice presidents and central committee of LFNC about issues related to mobilization, promotion and protection of ethnic groups’ rights.
3). Give some comments on legislation and other documents of domestic and international organizations related to ethnic affairs under supervision of the LFNC.
4). Participate and give comments in internal and international meetings related to ethnic affairs based on the invitation, approval of its authority and the regulations of the government.
5). Receive information from higher officials, sectors and other local levels about ethnic affairs.
6). Collaborate with related sectors and organizations in encouraging the implementation of compensation for ethnic groups in certain projects.
7). Propose to the central committee of LFNC nominations, reassignment, commendations, promotion, and applying some regulations to government officials.
8). Manage use of the budget, vehicles and equipment which will be used to facilitate the specific work of the department.
9). Fulfill other rights based on the designation of LFNC central committee.
- Organizational Structure
Consist of 2 divisions:
1). Division of Ethnic Mobilization
2). Division of Ethnic Group Benefit Protection and Promotion.
Status, Roles, Rights and Obligations of Religion Department.
The Religion Department is one of the departments in the organizational structure of central LFNC, under the direct supervision of LFNC central committee.
- Roles of the Religion Department
1). Train and encourage solidarity among votaries to mobilize their support in order to contribute to the protection and development strategy of the nation.
2). Coordinate the implementation of policy, the party’s policy, constitution, laws and regulations related to religion.
3). Study the purpose, ideals and teaching principles of each religion, give suggestions to their operation in accordance to Decree No. 92/PM and other regulations on religion.
4). Give advice and monitor the operation of each religious association that has a network with other countries based on the party’s international relations policy.
5). Coordinate with surrounded departments of the central LFNC, party and governmental organizations and mass organization, provinces, districts and related provincial sectors in order to collect actual information on religions and seek problems.
